ENTSO-E Stakeholder Workshop on Operational Security Network Code

ENTSO-E held a public stakeholder workshop on the Operational Security Network Code (OS NC) in the afternoon of 20 April 2012 in Brussels.

The aim of the public stakeholder workshop was to present and discuss the scope of the draft OS NC available here. This draft document reflects the work carried by TSO experts as of 5 April 2012. The workshop addressed the scope of the network code, updated on the present state and allowed for discussion and a Q&A session. Stakeholders in attendance included DSOs, industrial electricity consumers, generators, energy traders and turbine suppliers.

This stakeholder workshop was the first of several workshops with all stakeholders. Further workshops will be held, throughout and after the formal public consultation on the OS NC. The European Commission officially invited ENTSO-E to start formally drafting the OS NC on 24 February 2012. The code must be in line with ACER’s Framework Guidelines on Electricity System Operation and submitted to ACER by 1 March 2013. The OS NC shall cover:

  • General operational security requirements to ensure coordinated behaviour of interconnected transmission networks and power systems, under normal, alert and critical operation states;
  • Achieving and maintaining operational security for efficient use of the power system and resources, including necessary inputs to congestion management and balancing; and
  • Where systems are not operating normally to avoid deterioration of operational security;
