ENTSO-E Stakeholder Workshop on Load Frequency Control & Reserves Network Code, 12 July

ENTSO-E held a public stakeholder workshop to present and discuss the scope of the draft Load Frequency Control & Reserves Network Code (LFC&R NC) on 12 July 2012, in Brussels, Belgium.

The first informal version of the draft code, was published by ENTSO-E in advance of the workshop, reflecting the work carried out by TSO experts as of 25 June 2012.

The minutes from the workshop are available. The LFC&R NC focuses on frequency quality criteria, frequency control structure, frequency containment reserves, frequency restoration reserves, replacement reserves, exchange of reserves and synchronous time control. These LFC&R NC provisions provide the basis for the power system to function with a satisfactory level of security and quality of supply, as well as efficient utilization of infrastructure and resources.

In preparation for the workshop, ENTSO-E also finalized a Report on Operational Reserves. The report analyses the processes of frequency containment, frequency restoration and replacement reserves. The report is a building document for the draft LFC&R network code.

The ENTSO-E workshop addressed the scope and the first version of the network code (not yet in legal format) in order to allow for early stakeholder input, discussion and a Q&A session. The workshop was of particular interest, but not limited to, DSOs, industrial electricity consumers, generators, energy traders and turbine suppliers.

This workshop is the first of several workshops with all stakeholders. Further workshops will be held before, during and after the formal public consultation on the LFC&R NC. The timetable can be accessed on the LFC&R-NC. The European Commission officially invited ENTSO-E to start formally drafting the LFC&R NC on 24 February 2012. The code must be in line with ACER’s Framework Guidelines on Electricity System Operation and submitted to ACER by 1 July 2013.
