Project TERRE open stakeholder meeting

​TERRE project TSOs are happy to invite you to the dedicated open
Stakeholder Meeting on the 1st of December at the ENTSO-e premises in
Brussels. This event will give stakeholders the opportunity to hear
about the latest status of the TERRE project, currently in its
implementation phase, and the TSOs position on the latest RR market
consultation. The TERRE TSOs will explain in more detail the main
concerns addressed by the stakeholders during the TERRE RR consultation
in August.

    representatives

  • What countries are in TERRE:

    • ​Full members: France, GB, Italy, Portugal, Spain, Switzerland,

    • RR countries under Implementation framework: Romania, Poland,
      Hungary, Bulgaria

  • TERRE: Trans European Replacement Reserve Exchange

Programme​

  • Speakers: Members of the TERRE TSOs project team will be giving
    updates on the current status of the project, the expected further
    steps and the results of the last RR market public consultation
    in August.

  • Project Work streams:​

    • Libra platform Solution Design

    • Public consultation on RR harmonization, TSO-TSO, TSO-BSP and
      TSO-BRP settlement rules

    • Project Implementation plan

    • Interaction between the TERRE project and the and the Regulation
      on Electricity Balancing

  • Documentation: The supporting presentations and the results of
    the last consultation on RR market design will be circulated to the
    registered participants and published on the ENTSO-E website by
    27th November 2017. The TSOs would like to give sufficient time
    to the Stakeholders during the meeting in order to present their
    position and issues they might face. Therefore, the Stakeholders are
    invited to send their presentations on the above topics before
    28th of November 2017. ​

Introduction

Project TERRE is one of the number of initiatives set up by ENTSO-E,
with the aim of gaining experience from cross-border exchanges of
balancing energy between TSOs in compliance with the future Electricity
Balancing Guideline. Following its nomination by ENTSO-E as the
reference project for RR, TERRE is currently the leading project to
exchange Replacement Reserves (RR), and entered the implementation phase
beginning 2017.

Therefore, TSOs and NRAs involved invite stakeholders to this meeting in
order to:

  • give them an update on the current status of the project work
    streams,

  • provide outcomes and TSOs’ position on the last public consultation
    representing on the RR market and TSO-BRP and TSO-BSP interaction.

  • ask stakeholders for their comments and answer their potential
    questions,

  • discuss the next steps, in particular the Implementation Framework
    and the involvement of the stakeholders in the future of the
    TERRE project.
