Building a European grid model – Kick off meeting – 26 October 2015 - Brussels

ENTSO-E is developing methodologies for a common European grid model and the provision of data on generation and load. The development of both methodologies is required by Regulation (EU) 2015/1222 establishing a guideline on capacity allocation and congestion management (CACM).

Stakeholders‘ feedback on both methodologies is of utmost value to ENTSO-E. We therefore call on all interested parties to register before 16 October to participate in a first public workshop on the development of the methodologies. The workshop will take place in ENTSO-E offices in Brussels on Monday 26 October 2016, from 10.30 to 13.00.

Why a common European grid model?

Grid operators use computer models of their network to simulate its behaviour under various, including extreme, circumstances. Results of these simulations are notably used to decide on the list of actions transmission system operators (TSOs) need to take to maintain the reliability of the grid at the least cost and impact possible for customers and stakeholders (distribution grids, generators, traders, etc.).

Up to now, each TSO has been using its own grid model. As networks become more interconnected and as European electricity markets are getting more and more integrated, there is a need to develop a common grid model. It will ease the cooperation between TSOs and will result in an even more secure and cost efficient European grid. The EU has recognised the benefits that this common grid model will bring and has thus made it a legal requirement in CACM that methodologies for the common grid model and generation and load data provision are developed by all TSOs and submitted for approval to all regulatory authorities.

How and when to get involved?

Under Article 12 of CACM, for methodologies being developed by all TSOs under Article 9(6) of CACM, public consultation on the proposal for a methodology shall be undertaken. The consultation will be for a period of not less than one month. Accordingly, ENTSO-E will facilitate a one month public consultation on the methodologies.

After the 1st workshop on 26 October, all TSOs, through the facilitation of ENTSO-E, will continue drafting the methodologies. It is anticipated that the methodologies will be presented for public consultation from 4 February until 4 March on ENTSO-E’s public consultation hub. A second workshop is also planned for half way through the public consultation. ENTSO-E invites interested parties to block the 18 February from 10.00 to 16.00 in their agendas. This 2nd workshop will also be held in ENTSO-E offices in Brussels.

Following the one month public consultation, comments and feedback will be considered by all TSOs. A clear and robust justification for including or not the views resulting from the consultation shall be developed and published on or before the submission of the proposed methodologies. The proposal for methodologies will be submitted to all regulatory authorities for approval on or before 14 June 2016.

Based on the above, stakeholder involvement is foreseen as follows:

  • 1st stakeholder workshop on 26 October 2015;

  • One month public consultation period via the dedicated consultation tool – expected to take place between 4 February and 4 March 2016; and

  • 2nd stakeholder workshop on 18 February 2016, during the one month public consultation.
