Public Consultation on the ENTSO-E R&D Implementation Plan 2015-2017

The ENTSO-E R&D Implementation Plan contains practical implementation details and outlines R&D activities for a three-year period as stipulated the in ENTSO-E R&D Roadmap 2013–2022.

The Implementation Plan addresses the transmission aspects and covers the R&D chain from applied research to demonstration and implementation of projects. By closely collaborating and sharing R&D competence and investments, TSOs, partners and key stakeholders will be able to reach their key milestones and maximise results. The release of the ENTSO-E R&D Implementation Plan 2015-2017 is tentatively scheduled for January 2014.

Participate in the Consultation


Stakeholders are invited to provide comments on the upcoming transmission system operators’ (TSO) R&D priorities.  All stakeholders can participate in the consultation, including manufacturers, RES and generation sectors, distribution system operators, regulators, research institutes and other interested parties.

All comments on the draft ENTSO-E R&D Implementation Plan 2015-2017 must be submitted via the ENTSO-E web consultation interface on or before Tuesday 17 December 2013. Comments not submitted via this channel will not be considered as formal comments in this consultation. Further information on the procedure to submit comments can be accessed here.

All comments will be published when the web-based consultation has ended. ENTSO-E will review each comment and consider how and where improvements to the ENTSO-E R&D Implementation Plan may be made.

Background


ENTSO-E is mandated under Regulation (EC) 714/2009 and Directive EC/72/09 to adopt a document that provides a forward-looking vision on R&D performed by the association and its member TSOs. In December 2012, ENTSO-E published the first edition of the Implementation Plan 2014–2016 along with the R&D Roadmap 2013–2022. ENTSO-E is now issuing the Implementation Plan 2015–2017, which contains a detailed background on R&D projects planned for 2015 while outlining suggested R&D areas for 2016 and 2017. With its regular updates and annual editions, this Implementation Plan is a flexible instrument that represents a long-term vision on the new operating and planning challenges ensuing from the on-going paradigm shift across the energy sector.

EEGI Implementation Plan 2015-2017 – Public Consultation


In parallel to the ENTSO-E R&D Implementation Plan 2015-2017, the European Electricity Grid Initiative (EEGI) Implementation Plan 2015-2017 is also under public consultation from 26 November until 17 December 2013, in which stakeholders are also welcome to provide comments.

The EEGI mission is to create an adequate European grid to achieve the European energy policy goals. It is one of the European Industrial Initiatives under the Strategic Energy Technology Plan. The EEGI covers both transmission and distribution R&D activities, in which ENTSO-E contributes to defining the transmission R&D section.

The upcoming transmission system operator (TSO) R&D priorities are defined in a consistent manner across both the ENTSO-E R&D Implementation Plan and the EEGI Implementation Plan. Therefore, comments received on TSO R&D activities will be taken into account when considering improvements to both documents.
